&lt;p&gt;The &amp;quot;&amp;#39;gag device&amp;quot; seem symbolic - but as symbolism it seems to represent a obvious vote for the present approach - that is people are willing to wear them even if they do not believe &amp;nbsp;it makes much difference&lt;/p&gt;
