Since the FDA (long ago) determined prescription opioids to be necessary under numerous circumstances and legal to prescribe dependent upon a clinician&#39;s diagnosis, no illegal activity can be proven unless the prosecution can clearly demonstrate that physicians made illegitimate prescriptions for illegitimate diagnosis.  Which is never going to happen.
