Those who use the most gasoline should be paying the most for the medical expenses of those who have to breath it. Seems like pollution should be taxed a lot to cover the costs of removing the pollution to improve our quality of life. Seems they could have an annual assessment of a vehicles ability to dump pollution in the air and have a annual tax based on how much that vehicle will pollute times the number of miles that vehicle was driven in the past year and use that money for health care.&lt;/p&gt;
